Indeks Perilaku Anti Korupsi (IPAK), 2012-2015 dan 2017
Survei Perilaku Anti Korupsi (SPAK) yang dilakukan oleh Badan Pusat Statistik dilaksanakan sejak tahun 2012 sampai dengan tahun 2017, kecuali tahun 2016. Pada tahun 2017, SPAK dilakukan mencakup 33 provinsi dengan jumlah sampel 10.000 rumah tangga. Analisis mengenai perilaku anti korupsi dalam survei ini hanya untuk representasi level nasional.
SPAK dilakukan untuk mengukur tingkat permisifitas masyarakat terhadap perilaku korupsi dengan menggunakan Indeks Perilaku Anti Korupsi (IPAK). Data yang dikumpulkan mencakup pendapat terhadap kebiasaan di masyarakat dan pengalaman yang berhubungan dengan layanan publik dalam hal perlaku penyuapan, pemerasan, dan nepotisme.
Indeks Perilaku Anti Korupsi (IPAK) menggunakan skala 0-5, nilai indeks semakin mendekati 5 menunjukkan bahwa masyarakat berperilaku semakin anti korupsi, sebaliknya nilai IPAK yang semakin mendekati 0 menunjukkan bahwa masyarakat berperilaku semakin permisif terhadap korupsi.
Indeks Perilaku Anti Korupsi (IPAK) dari 2013 hingga 2015 menunjukkan tren menurun, dari 3,63 turun hingga 3,39, hal ini menggambarkan masyarakat cenderung menuju permisif terhadap korupsi. Namun, nilai IPAK pada tahun 2017 sebesar 3,71, lebih tinggi dibanding pencapaian pada tahun 2015. Hal ini menujukkan bahwa masyarakat berperilaku semakin anti korupsi dibanding tahun 2015.
Indeks Persepsi menujukkan perkembangan meningkat dari tahun 2012 ke 2017. Hal ini menggambarkan pemahaman dan penilaian masyarakat terhadap perilaku korupsi semakin baik.
Berbanding terbalik dengan Indeks Pengalaman terjadi pola perkembangan yang menurun dari tahun 2012-2015. Pada tahun 2017, indeks pengalaman naik dibanding tahun 2015, yaitu sebesar 3,6. Artinya pengalaman perilaku koruptif masyarakat justru naik jika dibanding tahun 2015.
